Something like OptionHouse can display it, but it has to be enabled on-demand really since that task itself of polling the CPU is intensive and will impact on performance even more. The difficulty is that CPU usage is far harder to measure, not being something you can see readily. but that's an issue caused by the addon processing the received data. Some addon that exchange large amounts of data (threat/damage meters that sync) can have an impact on your FPS due to all the extra processing created by managing a whole raid's data instead of just your own. Memory usage is rarely a case of poor performance, with CPU usage being the most likely culprit.
